City have been heavily linked with a move for the £71m-rated Juventus star, however, The Sun reports the two-time Premier League winners will target Wilshere as backup should the club miss out on Pogba.
Barcelona and Real Madrid are also believed to be interested in the French star, and Pogba is understood to be leaning towards a move to the Catalan giants.
However, City’s considerable financial clout combined with Barcelona’s transfer ban means the Premier League club are in pole position to land the 22-year-old.
According to the newspaper, City boss Manuel Pellegrini is also interested in Wolfsburg’s Kevin de Bruyne and Liverpool contract rebel Raheem Sterling.
A £40m bid for Sterling was recently turned down by Liverpool, and City are desperate to sign home-grown players or risk having just a 20-man squad for the Champions League next season.
Arsenal are believed to value Wilshere at £40m, and the player himself has stated his desire to remain with the Gunners.
