The £30m Chilean joined the Gunners from Barcelona this summer, with City interested but unable to meet the rules of Financial Fair Play at the time.
Although City have now moved to sign Wilfried Bony in a £28m deal from Swansea City this January, Sanchez may have been one of their first choices to strengthen upfront in the summer.
The 26-year-old, who has shone in his first season in England, was also wanted by previous City manager Roberto Mancini back in 2011, when he was still with Udinese.
