According to La Gazzetta dello Sport, the 24-year-old remains unsettled at the German club despite recently signing a new deal which keeps him under contract until 2017.
Both United and the Gunners have been heavily linked with a move for him in recent times, and it is widely expected that the tension between Dortmund and the German international could lead to a split this summer.
However, the Premier League duo are now set to be met with further competition as Milan will enter the race to add him to their squad, as reported by Football Italia.
It is reported that Gundogan would cost €25m, but with the Rossoneri continuing to splash out this summer, they are ready to make their move.
Milan have already signed Andrea Bertolacci, Carlos Bacca and Luiz Adriano this summer, as they continue to rebuild their squad in a bid to become competitive again after several disappointing campaigns.
