The 24-year-old made 23 appearances in Bundesliga matches for Borussia Dortmund and scored three goals as they finished in seventh place in the 2014-15 standings.
Dortmund sporting director Michael Zorc all but confirmed Gundogan’s departure from Germany.
“We will have players leaving our club this summer. There will be some action in the turn of next week,” Zorc said when asked about Gundogan’s future.
The German international would mark the Red Devils’ second signing of the summer, as they started off the window with a £25m deal for PSV Eindhoven winger Memphis Depay.
United are also expected to reach a deal with Southampton for midfielder Morgan Schneiderlin, so they may reach three signings within the next week.
