Serie A champions Juventus are reportedly plotting a £10m offer for Van Persie over the summer, and United may cash-in on the Dutch international before he becomes a free agent in 2016.
According to Daily Star, Red Devils boss Louis van Gaal has been handed a £200m war chest and has identified Cavani as his top target during the summer window.
Chelsea are also rumoured to be chasing the Uruguayan, but United are now the front runners to snare the £60m-rated star.
United are desperate to find an attacking player to link up with Wayne Rooney following Radamel Falcao’s poor loan stint this season.
Van Persie also struggled with injuries and poor form, and it would come as no surprise if he was shown the exit door to make room for Cavani.
