Louis van Gaal handed the 21-year-old his international debut when he was in charge of the Netherlands and took him to the 2014 World Cup in Brazil.
Depay was the Eredivisie’s top scorer last season as he found the net 21 times to inspire PSV to their first Dutch title in eight years.
Liverpool had previously been linked with his services, but United moved earlier to beat their North-West rivals to his signature.
A second summer buy could soon arrive at Old Trafford, with United having reportedly agreed a £14.4m deal for Torino full-back Matteo Darmian.
