Toure has also been linked with Real Madrid in recent times, but it is thought that City now expect him to make the move to PSG in January as he seeks one more big transfer before the end of his career.
The 31-year-old has widely been regarded as one of the best midfielders in the world during his time in the Premier League, winning two titles alongside victories in the FA Cup and Capital One Cup.
