The Dutchman has been linked several times with a big-money move to Old Trafford, with previous stories suggesting he could cost as much as £75m.
However, Strootman missed much of the first half of this season, putting a move away in January into doubt, and is now set for a further layoff after a new injury blow.
Still, van Gaal is a big fan of the 24-year-old and it is thought he could still be ready to fork out big money to bring the player to England.
