Phelps will make his return at the Arena Pro Swim Series meet in Arizona alongside fellow Olympic gold medalists Ryan Lochte and Katie Ledecky between April 15-18.
It was at the same event where Phelps made a comeback in 2014 following his two-year retirement from the sport.
However, he now makes his return in very different circumstances.
The 18-times Olympic gold winner was suspended from the sport last September after being pulled over by police and failing a breathalyser test.
Phelps then checked into a rehabilitation clinic and is still serving an 18-month probation.
As part of his suspension, Phelps is not allowed to travel with the American team to the world championships in Russia in August.
However, USA Swimming officials have suggested he may still be made available for the meet in Kazan.
The 29-year-old took to Twitter to announce that his ban was now up:
He tweeted: “My suspension is finally up! Time to get back in the pool and race again! Looking forward to #mesa!”.
