Woodley is now 30 years old and had previously been a Pro Bowl outside linebacker for the Pittsburgh Steelers, who he spent seven years with.
The defensive end had reached double-digit sacks with the Steelers three times, but his play has declined over the past three seasons.
He missed the last 10 games of the 2014 season after a season-ending torn bicep injury.
CSN Bay Area announced the Raiders’ decision to let Woodley go on Twitter.
