Sterling has been heavily linked to a host of rival Premier League clubs and The Sun reports that the Reds have turned down City’s latest offer.
According to the newspaper, City was prepared to pay an up-front fee of £35m plus £5m in add-ons.
The offer is well short of Liverpool’s £50m valuation of the England international, and now City will decide whether to increase its bid in order to land Sterling’s signature.
City desperately need to sign home-grown players or run the risk of having a Champions League squad of just 20 players next season.
The cashed-up Premier League side have now turned their attention to Arsenal midfielder Jack Wilshere, with The Mirror reporting the club are planning a £30m bid for the 23-year-old.
Sterling has two years remaining on his current £35k-a-week deal at Anfield but his agent Aidy Ward suggested his client would not be singing a new deal with the Merseyside club.
