Mourinho believes that the Spain international, who has scored 12 goals in 13 Premier League games, has improved his discipline greatly since joining from Atletico Madrid.
However, he thinks officials are being unfair on the 26-year-old.
“Diego Costa is having an amazing season in terms of every aspect of his discipline, yet he has seven yellow cards,” Mourinho told reporters.
When asked is Costa was being victimised, the Special One replied: “You have any doubts? Starting on day one when there was a penalty and a red card against Burnley and he was booked for simulation – on day one!
“Sometimes you do fantastic work and you are frustrated. I am frustrated because we are doing fantastic work with him and we don’t see the results.
“He’s changed dramatically from the way he played in the past, so I am frustrated, he is frustrated, but we will carry on.”
