The 27-year-old has just nine months remaining on his current deal at the Estadio Santiago Bernabeu and can therefore start discussing terms with foreign clubs in January.
Many thought Khedira would be sold by Madrid in the New Year so that they at least made some money from the Germany international, but that now looks unlikely as the Gunners and Reds close in on a bargain.
There has been strong interest from the Premier League in the midfield ace for some time, with Chelsea and Manchester United also having previously been among those looking to sign the German.
Khedira will have to lower his wage demands though, with the English sides unwilling to match what he currently earns with Los Blancos – a fee that would make him the highest paid at both the Emirates Stadium and Anfield.
The Madrid star has struggled with injuries again this season and has made just two league appearances as he is currently sidelined with a hamstring problem.
