It is believed that the Nerazzurri are looking to secure the Montenegrin international on loan with an option to buy for €20m, according to Football Italia.
Having already added several top players to their squad this summer, Roberto Mancini is adamant that the club can target the Scudetto next season.
However, they believe that Jovetic may well be the missing piece, with the former Fiorentina star struggling since moving to England.
While Juventus were also reportedly interested in signing the 25-year-old, their offer was rejected by City as they look to get the right deal before agreeing to sell.
Jovetic found his first-team opportunities limited overall at the Etihad, but injuries and a lack of form certainly played their part too in ensuring that he failed to live up to expectations in the Premier League.
Given that it is still uncertain that he will secure a return to Italy this summer, he may well have the opportunity to prove his doubters wrong next season.
