Manchester United, Arsenal, Liverpool and Newcastle United have all been linked with the 21-year-old striker, who scored 20 goals in all competitions for the Baggies last season.
But Spurs hope to move into pole position for his signature by proposing a huge players-plus-cash deal.

The Mirror reports that England international wingers Townsend and Lennon are dispensable in the eyes of Mauricio Pochettino, and could appeal to West Brom boss Tony Pulis who is looking to add width to his squad.
Pochettino is desperate to improve his firepower this summer and is seemingly attracted to the idea of partnering £20m-rated Berahino with England Under-21 colleague Harry Kane.
