Petr Cech, 33, found himself on the bench following the emergence of Belgian international Thibaut Courtois, and he moved to Arsenal as a result.
Chelsea is looking to find a new deputy for Courtois, and they have been targeting Potters stopper Begovic, according to ESPN.
However, Stoke are holding out for a bid that is close to £10m before they sell the 28-year-old Bosnian international, who has also been linked with Manchester United.
Begovic has spent the last six seasons of his career with City, but is out of contract at the Britannia Stadium next summer.
If the Blues are willing to raise their offer and land Begovic, they would be acquiring another Premier League veteran to be the understudy for Courtois, who is only 23 years old.
