Manly could be in the market for two halves with Kieran Foran expected to announce his departure from the club on Monday.
“We’re obviously in the market for a replacement half,” Toovey told the Sydney Morning Herald.
“There are many candidates out there and Todd is one we will be interested in.
“We’ll just let things settle a bit. We don’t want to do too much with our focus on Foran. We’ll look at what our options are and he’s [Carney] one of them.”
Carney won an unfair dismissal case against the Cronulla Sharks after the NRL club sacked the 28-year-old following the infamous ‘gurgler’ incident in June 2014.
The former Sharks, Roosters and Raiders star is currently in the first year of his three-season deal with English Super League side Catalans Dragons.
