Martial is highly-rated by Ligue 1 experts and Metro reports an £18.1m deal has been struck between the two clubs as the Premier League side looks to bolster its squad for next season.
Spurs boss Mauricio Pochettino is believed to be on the lookout for a player to support Harry Kane in the front third as his patience wears thin with flop signing Roberto Soldado.
Martial played a key role in Monaco’s Champions League win over Arsenal, and at the tender age of 19 the Frenchman still has plenty of potential.
The former Lyon attacker scored 12 goals in all competitions this season as Monaco finished third on the Ligue 1 table.
Tottenham will be aiming for a return to the Champions League after a somewhat disappointing 2014/15 campaign which saw the north London side finish fifth in the Premier League.
