The 23-year-old has been strongly linked with a move throughout the January transfer window due to a lack of opportunities under new boss Tim Sherwood.
Holtby has made just two appearances – one start – since the 44-year-old took over in mid December and Bundesliga duo Borussia Dortmund and Schalke 04 were thought to also be interested.
Chairman Daniel Levy was adamant that the German international would not be returning to former club Schalke however, as that would have allowed Julian Draxler to come the opposite way to north London and join Spurs’ fierce local rivals Arsenal.
Levy also doesn’t want to let Holtby leave White Hart Lane permanently and a temporary switch to west London seems like the best option for all concerned.
The Cottagers are desperately trying to maintain their Premier League status as they struggle in the English top tier and are currently 19th in the table and two points from safety.
Manager Rene Meulensteen is expected to make a number of moves before the window closes, having allowed Adel Taarabt to end a loan deal from QPR and switch to AC Milan instead and Dimitar Berbatov also expected to leave Craven Cottage.
Holtby has been with Tottenham for 12 months after a £1.5m transfer from Schalke in January 2013 and has since played 39 times for the club.
