City in particular were thought to be interested in bringing the Belgian back to the Premier League in a big-money deal, and were favourites to sign him ahead of United, Bayern Munich and Paris Saint-Germain.
However, Wolfsburg chairman Francisco Javier Garcia Sanz has insisted that nobody is getting their hands on De Bruyne as he looks to retain the group which came second to Bayern Munich in the Bundesliga this season.
“We want to confirm our success this season in the future and, for that, we are keeping this team together,” he told Sport Bild magazine.
De Bruyne, 23, made only three Premier League appearances for Chelsea after joining for £6.7m from Racing Genk in 2012, and was sold to Wolfsburg for double that amount in January 2014.
