Toure is widely expected to leave the Etihad this summer and former City boss Roberto Mancini is believed to be interested in bringing the Ivorian to Italy, Daily Star reports.
It is understood AS Roma and cashed-up Dubai-based club Al-Ahli are also keen on the former Barcelona man, but Inter remain the fron-runners to snare Toure’s signature.
The 32-year-old still has two years remaining on his current deal at City, but it is understood Inter bosses are willing to match his £220k-a-week contract in order to lure the two-time Premier League winner to the San Siro.
According to the report, Inter have been hit with a £15m fine by UEFA after breaking Financial Fair Play rules but it is believed the penalty will have no bearing over the proposed transfer.
Inter currently sit eighth on the Serie A table, a staggering 28 points behind runaway leaders Juventus.
